The Office of the Director of National Intelligence press release claims this funding supported dangerous “gain-of-function” work on bat coronaviruses at the Wuhan lab, work Gabbard’s team links to the lab-leak theory of COVID’s origin.[1] Public coverage based on the release says the documents also describe Fauci’s contacts with intelligence officials and his role in steering which outside experts they consulted as they drafted COVID origin assessments.[2][5] Gabbard and her supporters say this shows a powerful health official shaping what the intelligence community told the country during a crisis.[5][7]

The “Fauci Lied Under Oath” Allegation

Gabbard’s sharpest charge is that the declassified communications “directly contradict” Fauci’s 2024 sworn testimony to Congress.[1][7] In that hearing, Fauci was pressed about whether he had knowledge of or took part in talks with intelligence officials about viral research tied to COVID; he answered “not to my knowledge about COVID,” according to the press release’s quote.[1] Gabbard now argues that emails and records show he did participate in such discussions and even advised on which scientists intelligence agencies should listen to.[5][8]

Some of the newly cited material echoes a separate Senate Homeland Security and Governmental Affairs Committee document trail that accused parts of the intelligence community of a COVID-origin “cover-up.”[6] In that Senate testimony, a witness said Fauci helped build a system that encouraged risky gain-of-function research in the United States and overseas.[6] The same record alleged that Central Intelligence Agency officials obstructed investigators, withheld documents, and even kept information away from Gabbard’s own office during a related probe.[6] Together, these threads paint a picture of insiders protecting each other instead of leveling with the public.

What the Documents Do—and Do Not—Prove So Far

The biggest problem for readers trying to sort truth from spin is that the public still does not see the full files, only selected pages and a strongly worded press release.[1][8] The Office of the Director of National Intelligence says the documents exist and come from a formal declassification process, but the press materials do not yet list specific document IDs, authors, or a clear chain of custody.[1][8] That makes it hard to tell where the line sits between what the records say and how Gabbard’s office is interpreting them for a frustrated public.

Even on the key charge that Fauci funded “gain-of-function” work in Wuhan, the released information blends two separate questions: whether U.S. grants flowed to Wuhan-connected projects and whether those experiments meet the technical, legal definition of gain-of-function research.[1][5] The declassified packet described in public reports does not yet include the actual grant files, lab protocols, or scientific reviews needed to answer that second part.[1][8] For many Americans across the political spectrum, that missing detail feeds a deeper fear that sensitive science is being done with tax dollars in the dark and with weak oversight.[5]

How Fauci and His Defenders Answer These Claims

Fauci’s own words from earlier testimony show how sharply he disputes this entire picture. In House Select Subcommittee transcripts, he said that when he told lawmakers an earlier National Institutes of Health sub-award to the Wuhan Institute “was not to do gain-of-function research,” he meant it was not gain-of-function “of concern” as defined in the federal P3CO safety rules.[13] He has rejected the idea that he covered up a possible lab leak, saying his emails prove he pressed for that scenario to be investigated rather than buried.[10][16]

Democratic members of the same House panel released their own staff report after reviewing hundreds of thousands of pages of documents and many hours of interviews.[11] Their summary said the long probe failed to find evidence for the most extreme claims tying Fauci to COVID’s origin or a deliberate cover-up.[11] Fauci also testified that he approved National Institute of Allergy and Infectious Diseases grants in bulk and did not personally study each proposal, which he says undercuts the claim that he knowingly directed a specific Wuhan project.[10][12][16] He called the idea that he used grant money to “bribe” outside scientists into changing their views “preposterous.”[16]

Why This Fight Hits a Nerve Across the Political Spectrum

For many Americans, the specifics of lab techniques and declassification rules are less important than a bigger pattern they feel in their gut. During COVID, people watched health agencies change guidance, politicians fight on television, and experts argue in public, while millions lost jobs, businesses, loved ones, or trust in the system. Academic work on the Centers for Disease Control and Prevention’s performance has found both political interference from the White House and serious internal failures at federal health agencies.[18]

Other research describes how political appointees have gained more power to pick and choose which health grants move forward, fueling fears on the left and the right that science funding now follows politics more than evidence.[19][21] In that context, Gabbard’s claims land in already fertilized soil: conservatives see proof of a globalist, reckless science agenda with no guardrails, while liberals see yet another example of powerful insiders making life-or-death choices far from public view.
